BANGKOK The biggest emergency aid appeal ever made by the United Nations, on behalf of victims of the tsunami of Dec. 26, has received an extraordinary response, most of it consisting of 'new' money and not taken from other aid programs, said Hafiz Pasha, a UN assistant secretary general, Monday in Bangkok after a tour of affected countries.
