UNITED NATIONS, July 14 (UPI) -- Former U.S. President Bill Clinton, who heads for the U.N.'s Tsunami relief effort, said world governments had delivered on their promises of aid, but he would continue to press the international community not to turn away from the issue.

Reporting to the world organization's economic and social council (EcoSoc) Thursday, Clinton joked that Secretary General Kofi Annan had probably chosen him as the Tsunami special envoy to ensure that world governments delivered on their pledges because Clinton excels at making people feel guilty.

Clinton told the council the Tsunami relief effort had reached its most difficult stage, which was recovery and rebuilding. He also discussed disaster prevention and financial transparency."
